Of the 26 candidates who applied to fill the roles, 16 have been short-listed.
The harbour will be run by 11 new commissioners, two of whom will be appointed by Cornwall Council.
A member of the harbour management will also sit on the board.
A Department for Transport spokesman said: " Following a recent recruitment process, a number of candidates have now been interviewed. This process is complete and the panel will now consider which applicants to recommend for appointment. We do not anticipate any undue delay to this process and hope to be in a position to make the new order in the near future."
The new commission is expected to make a decision on the multi-million pound fish market soon after the appointment and kick-start the port's regeneration plans.
